To: Shipowners/Operators of Panamanian Flag Vessels and to Classification Societies

and Recognized Organizations

Subject: "MODU Code" – 1979 & 1989

Reference: Resolution No. 614-438-ALCN dated 13 December 1983

Resolution No. 603-04-223-ALCN

 

  1. Resolution No. 614-438-ALCN adopted the "Code for the Construction and Equipment of Mobile Offshore Drilling Units 1979" (MODU Code 79) and Resolution No. 603-04-223-ALCN adopted the "Code for the Construction and Equipment of Mobile Offshore Drilling Units, 1989" (MODU Code 89). These Codes establish the applicable rules for the Mobile Offshore Drilling Units.
  2. In accordance with said Resolutions the following organizations are authorized to issue the "International Safety Certificate for Mobile Offshore Drilling Units", on behalf of the Republic of Panama:

 

  1. The above mentioned organizations are to follow the "Guidelines for the Application of the Code for the Construction and Equipment of Mobile Offshore Drilling Units" as applied by the MODU Code 79 for units under the Panamanian flag coming under the MODU Code 79. These "guidelines" are annexed to Resolution No. 614-438-ALCN.
  2. Owners/Operators should be aware that every Mobile Offshore Drilling Unit under the Panamanian flag coming under the MODU Code 79 is subject to a mandatory intermediate survey to show that it is complying with the rules of the Code. Additionally, every such unit under the 79 MODU Code is subject to an Annual Inspection which can be fullfilled by one of the following:

  1. The Panama Annual Safety Inspection (ASI) including the official "Checklist for Inspections of Mobile Offshore Drilling Units, or by
  2. An annual inspection by the cognizant Class Society or Recognized Organization that issues the MODU Code Certificate, or by
  3. An inspection performed by the Coastal State Maritime Authority (such as the U.S. Coast Guard).

  1. Units coming under the MODU Code 89 are subject both to the Intermediate Survey and the Annual Survey performed by the cognizant Class Society or Recognized Organization issuing the MODU Code Certificate.
  2. After the completion of the relevant survey, the Class Society or Recognized Organization is to inform this office and must endorse the Certificate as confirmation of a successful survey.
  3. M.M.C. 87 cancels M.M.C. 48.
