Subject: Rules and Guidelines for MOUs

 

  1. The Department of Maritime Safety and a working group of the Panamanian Offshore Industry Advisory Committee have been working on developing rules and guidelines for MOUs. As of the date this circular was issued, such rules and guidelines have not been finalized.

  2. Meanwhile, cognizant Classification Societies are advised to utilize applicable parts of the MODU Code to MOUs, and are authorized to issue a "Certificate of Compliance" on behalf of Panama to such units.
