- By means of Resolution No. 614-308-ALCN of 1 December 1982, the Republic of Panama instituted the requirement of the "Minimum Safe Manning Certificate" for cargo and passenger vessels in its registry. This requirement fulfills the intent of Resolution A-481 (XII) on "Principles of Safe Manning" adopted by the Assembly of the International Maritime Organization at it's Twelfth Session.
- On 27 October 1986, resolution No. 603-04-222-ALCN, was issued extending the requirement for a "Minimum Safe Manning Certificate" to Mobile Offshore Drilling Units registered with Panama. The enclosure to this Resolution was in the form of a Revised Annex to the original resolution on manning and consisted of the applicable tables of manning. Appendix A to this Circular is a copy of this Revised Annex.
- A Supplement to the Revised Annex mentioned in 2, above was issued on 20 March 1987 and consists of the manning scales for the "Minimum Safe Manning Certificate" applicable to Offshore Supply Vessels registered with Panama. Appendix B to this Circular is a copy of this Supplement.

- The application should include the following information:
- The proposed marine manning of the unit in the deck and engine departments, both officers and ratings, by numbers and position or rating.
- Particulars of the unit. That is: type; nature of activity; gross registered tonnage; propulsion system and power; operating or trading area; and any information which may have a bearing on the assigned Minimum Safe Manning by the Administration.
- The period of validity of the certificate is indefinite unless the circumstances of the unit change sufficiently to warrant the issue of a modified certificate. If this occurs, application for a new certificate must again be made to the office indicated in 4 above.
- The fee for this document if $ 150.00 and should be paid by means of a check or international money order drawn in a US Bank, payable to the order of the "Directorate of Consular and Maritime Affairs" .
