Subject: Certificate of Crew Accommodation - Procedures

Merchant Marine Circular No. 63

By means of Merchant Marine Circular No. 63, Class Societies and other Recognized Organizations with offices or branches in the Republic of Panama were entitled to request authorization from SECNAVES to conduct surveys for the application and implementation of crew accommodation requirement and other related regulations.

Taking into consideration the above, the Directorate has established the following procedure:

  1. Upon completing the survey, Class Societies or other Recognized Organizations will send to their office in Panama a copy of the survey report, along with a copy of the Interim Certificate issued by their surveyors which includes the complete address of owners/operators of the vessel.
  2. Their branch office in Panama will then present to the Directorate General of Consular and Maritime Affairs (Secnaves) the Full Term Certificate sealed and signed by a responsible officer together with information supporting the survey for the review of the Administration.
  3. Upon review of the certificate and information submitted, the Directorate General of Consular and Maritime Affairs will issue the Full Term Certificate validated by the signature of an authorized official and will send it back to the branch of the cognizant Class Society or other Recognized Organization for delivery to its destination.

Class Societies and other Recognized Organizations will remit to the government of Panama the following fees for the issuance of the above mentioned certificate:

from 16 to 50 persons

120 U.S. Dollars

60 U.S. Dollars

from 51 to 150 persons

200 U.S. Dollars

from 150 and up

300 U.S. Dollars

120 U.S. Dollars

These fees are to be submitted on a quarterly basis, at the end of each quarter, to the headquarters in Panama.
