To: Shipowners/Operators and Masters of Panamanian Flag Passenger Vessels

Subject: Personnel exempted from the requirement of having a Seaman’s Identity Card

on Panamanian Flag Passenger Vessels

Reference: Resolution No. 614-03-ALCN/84 dated January 17, 1984;

I.L.O. Convention No. 108 of February 19, 1961 concerning Seafarers National

Documents

 

  1. Reference is made to the I.L.O. Convention No. 108 concerning Seafarers National Identity Documents. In accordance with said convention,..." In the event of any doubt whether any categories of persons are to be regarded as seafarers for the purpose of this convention, the question shall be determined by the competent authority in each country"... .
    Based on this, Panama has issued the Circular No. 614-03-ALCN/84.
  2. Circular No. 614-03-ALCN/84 establishes that the Panamanian Seaman's Card will be issued only to crewmembers involved in the requirement of navigating and operating the vessel. Hence, "general purpose personnel" are exempted from the compliance with such requirement.
  3. The following is a list of personnel who do not need to comply with the requirement of the Seaman's Identity Card:

Cruise Director

Bartender

Tailor

Musician

Entertainer

Gift Shop Operator

Casino Operator

Gym Instructor

Photographer

T.V. and Movie Operator

Baggageman

Laundryman

Hairdresser Nurse Barber
