To: Shipowners/Operators and Masters of Merchant Vessels

Subject: Application for Statutory Certificate of Competency

1. For the application of Permanent Licenses, the party in interest should apply before a Panamanian Consulate Office (Refer to Merchant Marine Circular No.49).

2. The party in interest shall present the following documents, at the moment of the application:

  1. Copy of the passport of personal identity card.
  2. Copy of the discharge book.
  3. Copy of reference letters.
  4. Copy of the Certificate of Competency or a Nautical Academic Degree.
  5. Medical Certificates.
  6. Four photographs approximately 4cm by 3-1/2cm.
  7. The application's fee in U.S. dollars (Refer to Merchant Marine Circular No. 55).

3. For the renewal of Permanent Licenses, the party in interest should apply before a Panamanian Consulate Office (Refer to Merchant Marine Circular No.49). Such application shall be presented six months before or after the expiration date of the certificate.

  1. The party in interest holding in Panamanian license shall present, at the moment of the application the following documentation:

  1. Copy of the passport or personal identity card.
  2. Copy of the Certificate of Competency issued by Panama.
  3. Medical Certificates.
  4. Three photographs approximately 4cm by 3-1/2cm.
  5. Copy of the Discharged Book.
  6. The application's fee in U.S. dollars (Refer to Merchant Marine Circular No. 55)
