To: Shipowners/Operators, Agents and Masters of Merchant Vessels

Subject: Issuance of Certificate of Competency

Reference: Resolution No. 614-29-ALCN dated 21 February 1981

 

 

1. In accordance with Resolution No. 614-29-ALCN, dated 21 February 1981, every officer working aboard a Panamanian registered vessel of over 200 gross tons shall hold a Certificate of Competency issued by the Directorate General of Consular and Maritime Affairs, authorizing its holder to execute the duties corresponding to the position described in such certificate.

  1. In order to obtain the Certificate of Competency, the interested party or his authorized representative shall obtain the official application form from Directorate General of Consular and Maritime Affairs - Technical Office -, in Panama City, or from the Special Merchant Marine Consulates abroad (Refer to Merchant Marine Circular No.49).

3. The granting of the Certificate of Competency shall be conditional on the requirements established in the above mentioned Resolution.
