- Resolution No. 614-438-ALCN adopted the "Code for the Construction and Equipment of Mobile Offshore Drilling Units 1979" (MODU Code 79), which establishes the applicable rules for the Mobile Offshore Drilling Units.
- In accordance with said Resolutions the following organizations are authorized to issue the "International Safety Certificate for Mobile Offshore Drilling Units":
- American Bureau of Shipping
- Bureau Veritas
- China Classification Society
- Det Norske Veritas
- Germanischer Lloyd
- Hellenic Register of Shipping
- Jugoslavenski Register Brodova
- Lloyd's Register of Shipping
- Nippon Kaiji Kyokai
- Rinave Portuguesa
- International Naval Surveys Bureau, Inc.
- International Project Development Construction
- National Adjuster and Surveyors Inc.
- National Shipping Adjusters Inc.
- Panama Maritime Documentation Services, Inc.
- Panama Shipping Certification Inc.
- Panama Shipping Surveyors, Inc.
- Panama Bureau of Shipping
- Registro Italiano Navale
- The above mentioned organizations should follow the "Guidelines for the application of the Code for the Construction and Equipment of Mobile Offshore Drilling Units" for units under the Panamanian flag. These "guidelines" are annexed to Resolution No. 614-438-ALCN.
- Owners/Operators should be aware that every Mobile Offshore Drilling Unit under the Panamanian flag is subject to a mandatory annual survey to show that it is complying with the rules of the "MODU Code."
- After the completion of the survey, the Class Society or Recognized Organization is to inform this office and must endorse the Certificate as confirmation of a successful survey.
- Every Mobile Offshore Drilling Unit registered under the Panamanian flag should have on board the "International Safety Certificate for Mobile Offshore Drilling Units" no later than two years after the effective date of Resolution 614-438-ALCN.
