- Vessels which come under the purview of Solas (International Convention for the Safety of Life at Sea) and other applicable conventions such as the International Load Lines Convention, and the International Oil Pollution Convention, must have on board valid statutory certificates issued under the provisions of these conventions. Additionally all vessels are to have an International Tonnage Certificate or a National Tonnage Certificate (where applicable).
- The technical certificates required by the Panamanian Administration, as specified in the applicable conventions are the following:
- Passenger Ship Safety Certificate (Passenger Vessels)
- Safety Construction Certificate (Cargo Vessels)
- Safety Equipment Certificate (Cargo Vessels)
- Safety Radiotelegraphy Certificate (Cargo Vessels of 1600 GRT and over)
- Safety Radiotelephony Certificate (Cargo Vessels of 300 GRT and upwards, but less than 1600 GRT)
- Load Line Certificate (Passenger and Cargo Vessels)
- International Tonnage Certificate or National Tonnage Certificate (where applicable)
- Grain Loading Certificate (where applicable)
- International Oil Pollution Prevention Certificate (Marpol)
- In order that owners and others concerned with Panamanian Flag vessels comply with the International technical certificates, the following organizations have been entrusted with the survey of ships and issuance of relevant convention certificates on behalf of the Republic of Panama:
- American Bureau of Shipping (ABS)
- Bureau Veritas (BV)
- China Classification Society
- China Corporation Register of Shipping (CCRS)
- Det Norske Veritas (DNV)
- Fidenavis S.A.
- Germanischer Lloyd (GL)
- Hellenic Register of Shipping (HR)
- Horizon International of Naval Insp. Bureau, Inc. (HINSIB)
- International Project Developtment Construction
- Jugoslavenski Register Brodova (JR)
- Korean Register of Shipping (KR)
- Lloyd's Register of Shipping (LR)
- National Adjuster and Surveyors Inc.
- National Shipping Adjuster Inc.
- Nippon Kaiji Kyokai (NKK)
- Panama Bureau of Shipping (PBSI)
- Panama Marine Company Inc.
- Panama Maritime Surveyors Bureau Inc.
- Panama Maritime Documentation Services Inc.
- Panama Register Corporation (PRC)
- Panama Shipping Certification Inc.
- Panama Shipping Registrar Inc.
- Panama Shipping Surveyors Inc.
- Polski Rejestr Statkow
- Registro Italiano Navale (RINA)
- Rinave Portuguesa (RINAVE)
- Transoceanic Shipping Inc.
- The following organizations are also authorized to issue some statutory certificates on behalf of the Republic of Panama:
- National Cargo Bureau (NCB): Grain Loading Certificate
- S.A.I.T. Electronics: Radiotelephony and Radiotelegraphy Certificates
