To: Shipowners/Operators, Agents and Masters of Vessels

Subject: Panamanian Maritime Fees

 

  1. For modification or alteration of the registra tion of a vessel in international service:

a. For change in the ownership of the vessel $ 1,000.00

  1. For change of tonnage due to modification in the structure

of the vessel or for compliance with rules of the Tonnage

Convention, 1969 $ 1,000.00

c. For change in the structure of the vessel $ 1,000.00

d. For change of the name of the vessel/or the name of the owner $ 1,000.00

  1. For change of any of the data contained in the Patente,

different from the ones specified in the foregoing paragraphs $ 500.00

 

  1. Other Documents:

a. For issuing a Resolution of Cancellation of the Panamanian Registry $ 1,000.00

  1. For the issuance of the Reglamentary Patente due to
  2. loss or damage or renewal of same $ 300.00

    c. For 1 month extension or renewal of Provisional Patente $ 50.00

  3. For the issuance of the radio Station License due to

loss or damage or renewal of same $ 200.00

  1. For the extension or renewal of the Provisional

Radio Station License $ 150.00

(for every three (3) months)

 

  1. Recording:

As per Law No.4 of February 24, 1983; Article 317 of the Fiscal Code, and Law No.14 of May 27, 1989, the following fees shall be charged:

  1. For the service and issuance of preliminary registration
  2. certificates of title deeds of vessels $ 450.00

  3. For the service and issuance of preliminary registration

certificates of ships mortgages, the following rates shall apply:

 

(i) For the first two million dollars of the total amount of the mortgage $ 450.00

  1. For each additional million dollars, or fraction thereof,

with a maximum limit of fees of $1,200 $ 150.00

 

  1. Annual Tax (Impuesto Anual):
  2. As per Article 3 of Law No.4 of February 4, 1983, all vessels

    in international service registered in the National Merchant Marine

    shall pay an annual tax of: $ 0.10

    (per N.R.T.)

  3. Annual Single Rate (Tasa Unica Anual):
  4. As prescribed by Law No.4 of February 24, 1983, all vessels in international service registered in the National Merchant Marine shall pay an annual single rate in accordance with the gross tonnage, as follows:

    a. Vessels in international service engaged in maritime trade, including General Cargo, Passenger Ships, Fishing Boats, Dredgers, Ferry Boats, Tugboats, Drilling Units and Tankers:

    (i) Up to 1,000 GRT $ 1,200.00

    (ii) More than 1,000 GRT and up to 3,000 GRT $ 1,800.00

    (iii) More than 3,000 GRT and up to 5,000 GRT $ 2,000.00

    (iv) More than 5,000 GRT and up to 15,000 GRT $ 2,700.00

    (v) More than 15,000 GRT $ 3,000.00

    b. Vessels in international service without self-propulsion, or engaged within a specific area of scientific research. Also, Supply vessels, Submarines, Crew-Boats, Exploration Ships, Barges, Floating Dry Docks, Flat Boats and vessels which are engaged in stationary activities and in non-profitable and non-commercial activities:

    (i) Up to 500 GRT $ 850.00

    (ii) More than 500 GRT and up to 1,000 GRT $ 1,400.00

    (iii) More than 1,000 GRT $ 1,800.00

  5. Annual Inspection Rate:
    Vessels in international service registered in the National Merchant Marine shall pay an annual rate of inspection, as follows:
  6. a. Passenger Vessels

    (i) Up to 1,600 GRT $ 900.00

    (ii) More than 1,600 GRT $ 1,800.00

     

     

     

     

    b. Tankers and Cargo Vessels

    (i) Up to 500 GRT $ 500.00

    (ii) More than 500 GRT and up to 1,600 GRT $ 750.00

    (iii) More than 1,600 GRT and up to 5,000 GRT $ 850.00

    (iv) More than 5,000 GRT and up to 15,000 GRT $ 1,000.00

    (v) More than 5,000 GRT $ 1,200.00

    c. Drilling Units $ 1,300.00

    d. Vessels not included in the foregoing paragraphs:

    (i) Up to 500 GRT $ 500.00

    (ii) More than 500 GRT and up to 5,000 GRT $ 800.00

    (iii) More than 5,000 GRT $ 1,000.00

    Note: In every event, the interested parties must pay the additional expenses which the Directorate General of Consular and Maritime Affairs must incur due to the inspection being carried out in places other than those provided for such purpose. The same is also applicable in cases of special inspection or re-inspections of Panama flag vessels.

  7. Annual Rate of Casualty Investigation and International Participation:
    As prescribed by Law No.4 of February 24, 1983 all vessels in international service registered in the National Merchant Marine shall pay an annual rate of casualty investigations and participation in international conferences as follows:

  1. Oil tankers, drilling units, passenger vessels, gas tankers and

Chemical Tankers $ 850.00

b. Other types of vessels not specified in a.:

(i) Up to 500 GRT $ 300.00

(ii) More than 500 GRT and up to 10,000 GRT $ 400.00

(iii) More than 10,000 GRT $ 500.00

Also, vessels above listed shall pay $0.03 per each N.R.T. or fraction thereof.

Note: Recreation yachts not engaged in lucrative activities and vessels without self-propulsion, except drilling units, are exempted from this rate.

  1. Dual Registered Vessels:
    As per Law No.4 of 1983 and in accordance with Law No.11 of January 25, 1973, the following fee shall be charged:
  2. a. Registry fee $ 150.00

    plus $0.20 per NRT or fraction thereof

     

     

     

     

     

     

  3. According to Circular 16/80 dated March 11, 1980, the following fees shall be charged for:
  4. a. Oil Record Book $ 40.00

    b. Legalization of the Oil Record Book $ 10.00

  5. Former Merchant Marine Circular No.4 is hereby canceled.
