Subject: List of Merchant Marine Consular Offices

 

By virtue of Article 2 of Law No.2 of January 17, 1980, Panamanian Consular officials with maritime functions are authorized by Law to issue provisional ship registrations (Provisional Navigation Registration/"Patente" Provisional) (valid for six months) to vessels which apply for registration in Panama, provided they comply with the requirements. The handling of technical matters and exemptions is excluded from such Consuls as per Resolution No. 614-440-ALCN. Panamanian Consular officials are not authorized to detain any vessel unless specifically instructed to do so by the Directorate General of Consular and Maritime Affairs. As per Article 1083A of the Fiscal Code, modified by Law 14 of May 27, 1980, the aforementioned Consuls are also empowered to receive and process applications for the preliminary recording of title deeds, cancellation and mortgages of vessels of the National Merchant Marine.
